Blue and black sequin top high low strapless dress

Blue sequined strapless dress with a black flowy high low skirt. Ruffled detailing in the front! I am 5’2” and it is about an inch from the ground when barefoot. Add some heels and it becomes an instant head turner! Only worn once.
