Blue and white ‘seersucker’ dress, knit cotton blend

Sz small but I’m guessing b/c it’s stretchy. My teen daughter wore for it awhile. She’s 5’7 and about 140 lbs. she says it’s ‘cottage core’. I’d say it’s a cute dress, appropriate for a girl or a small woman. Flirty but not revealing. The 5 buttons are for looks only and not functional. It’s a cap sleeve and is 12 inches across the bust and 11 at the waist.
