Blue floral dress

This dress has floral print with a lace hem. The waist is made with an elastic band so it can be expanded. I can’t find what the material is made of but it is very light and flowy without being sheer. 26in from front collar to bottom hem 25in waist (can be expanded to about 46in) *no tags but hasn’t been worn before
