Bondage-goth style dark blue skirt with black piping

This is a fantastic vintage skirt from the early 2000s from a brand called Phi. I bought it at a sample sale, so it has no inside tags. It didn’t fit me so it’s never been worn. I believe it’s very close to a typical size 6.
