Bright blue ruffle mermaid maxi dress

This dress is so unique and has no labels! I thrifted it, and so have zero background info, but my is it so pretty! Flutter sleeves, high embroidered neck, mermaid skirt and feels like heavy cotton (check out the fabric texture and polka dots on the skirt!).
