This most dramatic piece of history consists of a deeper crown surrounded by a round medium sized brim edged in grosgrain. Under the brim there is a very intricate grosgrain trim plus a most creative white "butterfly" made from feathers. There is also a black feather flower on the side. Label: "NEW YORK CREATIONS".
The New York Dress Institute was formed in 1941 as a joint venture between the clothing manufacturers of New York City and the ILGWU. Under the leadership of fashion publicist Eleanor Lambert, Its purpose was to advance the sales of dresses and clothing made in New York by promoting the city as the fashion center of the country. The New York Creation label was used to identify the products of members.
This hat has been lovingly preserved in wonderful condition among over 1300 vintage hats we have collected for 40+ years. Jean Harlow Mannequin not for sale.

Would my assumption that the size 22 indicates an inner circumference of 22" be correct?

@lyonshareonline hello. Thank you for inquiring. Hat sizing is not exact, but vintage hats were size 22 or 23 (22 or 23 inches inside circumference). Important to note that many hats were worn on top of the head/hairdo, and were not fitted to the head. If you have any other questions, please kindly let us know. Thanks again.

What's the inner circumference of the hat? Are you able to measure it because sometimes the label doesn't accurately indicate the actual circumference.
