hammertoes1 is the waist measurement with or without stretching, and also what is the hip measurement? thanks so much!

grammtoseven @hammertoes1 Sorry it took me so long to answered but we have bad weather & under a tornado warning. There is no elastic in this skirt so it does not stretch. The hip measurements is approximately 29.5” flat lay. I will also let you know that we are leaving around 11:00- midnight on a short trip so is you are interested in purchasing this I can mail it before we leave, otherwise it will be Friday before I could mail it.
