Not sure how to describe this item. I bought at Opryland Hotel many years ago and just loved it. It is meant to be worn with a skirt over it so that the lace bottom hangs out below the skirt. I have worn with a black suede skirt and once with a black velvet skirt. Makes for a neat and unique look. You can google and find more on this item.
