Has elastic in the waist. The tag on the inside is piling. The dress shows signs of normal wear. Please see pictures for more details. With the garment laying flat, the measurements are as follows: armpit to armpit is 15 inches, the waist is 12 inches, the hips are 17 inches, and from back of the neck to bottom of the dress is 26 inches. Preowned but in good condition.
