@stacy11101yes they have elastic and also ties at the end! I have really thick legs and they were perfect! You could adjust them to your comfort! The elastic is strechy not tight!

@deedemo , it doesn't have elastic in the waist, but it has its stretch. It's not a jean material type of waist! They are comfy though!
