Capewell & Kimmel Dressed for a Party Art Piece

This picture is titled Dressed for a Party Capewell & Kimmel SC 16" x 12" wood frame with some light scratches Professionally framed by E & E Art Shop Evanston ILL In pencil on the art shop's tag is written "Framed 1946 or 1996" I can't tell which and "Period 1860" The black paper on the back of the piece is almost completely ripped off. Nothing has been taped together. Please check all pictures and consider them as part of the description. The picture itself is very lightly color tinted and has not been creased.
