@anelaperez hello. The waist is 28” and yes it has shoulder pads which can be cut away. I have included pictures to show that just a snip of the threads and you can remove them.

@anelaperez Yes, it does open all the way down. Nothing fits me properly in the waist and I wore a waist clip on the back to cinch the waist in.
