Bottom part is fitted and looks so pretty with the tulle skirt over it and the gathering at the waist. So feminine and unique. Dress is 33 inches from shoulder seam to hem; tulle skirt is 43 inches from shoulder seam to hem. At waist 13.5 inches laying flat and 17 inches at bust laying flat. Great stretch to fabric.
