Vintage chic lady in hat rhinestone rooch Black base material which is probably plastic or lucite. Decorated with gold paint, clear rhinestones, and what looks like metal studs. No date or maker's mark. Judging by the style it could be from the 70s-90s. Aside from light pitting and scuffing on the black surface, it's in good shape. Stones and paint are intact.
