Chic frilly flower dress

Really cute mostly black and white dress with a tie under the chest. It doesn’t have a size tag that I can see but fits like a medium-large, possible small XL. It’s personally too small for my chest area so I’m thinking it may be the L or XL. Super cute fit and design. Condition: like new. Only worn a couple times.
