Could you provide the garment’s measurement including that of the widest part of the upper arm, please? Is there any stretch? Any pics of back?

Hi,
I measured 16” around where the biceps are and 17” shoulder to shoulder. The jacket is a Chico’s size 1. The material doesn’t give because the back is lace.
