hi! What are the waist and length measurements?

@cat_thecat The waist unstretched and laying flat is about 13.5 inches, but when stretched can go to 18 in. The top has a band of elastic and that got to 20 inches when stretched. The top down to the first layer of fabric is 19 inches and down to the second layer is 22 inches.
