Civil War Era Theme Skirt

This was purchased at a civil war reenactment. It is supposed to be a skirt from that time period. Never worn. Still has the tag attached. The waist is stretchy. The tag says the size is "free size". I'm not 100% sure what that means, but my guess is since the waist is stretchy that it can accommodate multiple sizes. I do see some snags even though it's never been worn.
