Hello, the dress is form fitting, but I don't think it would be tight on someone who usually wears smalls by this designer.
I am a true size 6 and the dress is a little tight on me.
If you are a size 4 or smaller I think the dress would still be form fitting, but not tight. The dress material has some stretch to it so it's very comfy and neoprene is always smooths out your curves nicely. Let me know if you have any other questions.
