Laying flat the waist is 15.5” There is maybe one spot where a sequin fell off? See photo. It’s hard to spot. You could also rearrange a few if that spot bothers you. Otherwise it looks great. The store claimed it had “loose sequins” but from looking it over (and all the photos you see) it looks really good to me.
