Confusing Sweater

So I have no idea if this is even how you wear this sweater. I bought this at a boutique where I live, brand new with tags, never worn (because I can’t figure out how to LOL), so if anyone wants to give it a shot, it’s yours! Very soft fabric, tie comes completely off, perfect for upcoming fall!
