Coverstitch short sleeve tunic/dress

I’m not sure if this is a tunic or dress. It was given to me by a friend and it’s a size too big for me and fits just like a flowy short dress would but for someone who wears that size it would be more like a flowy tunic I think. The back unties and you can tie it however you like. I’ve never wore it and it has no signs of wear either.
