redrottie is it the pull on strap that,s off /broken?

redrottie it looks like the embellishment only. my boot repair shop has lost thier repair guy ,so im wondering if its something i can do. if it is the pull strap I'll have to wait. thank you so much. Im hoping they will fit my daughter
