Cropped Flowy Black Top w/ Fringe Sleeves

Adorable top I have hung onto for years because it is so adorable! 17 inches shoulder to hem. Has a little "strap" around back to hold it on your shoulders. Back is a little more open with a slight wide v opening. Flowy, open arms w/tassels look so cute. Goes great with jeans & heels for a night out! No fabric tag but feels like rayon or rayon blend. 20.5 inches across opening at bottom, which is also the chest measurement. Size is xs but I am a definite med & fits me perfect. Worn once. EUC.
