Cropped black and white Japanese Ruffle Top

This top is from a Japanese brand called Resexxy. I bought it from Japan, but didn't realize how cropped it was. the material has some stretch to it and the ruffles are quite long. It is a free size in Japan, but can fit a size small in America. if you want the measurements please let me know
