Cropped mesh hoodie from the early 2000s

Tiny flaw, blue paint inside the hood pictured. Couldn’t find a brand and my sister cut off the size tag on this but it fits like a women’s small. Tagging as Tripp for the punk/rave potential since they have a couple similar pieces.
