I would say yes. My daughter is a very tiny 8 year old and she wears an 8, it’s loose, as a jacket should be, but not falling off of her.

@abkozy hello! Yes they are brand new in the boxes 😊. Yes the label on the jacket reads 4/5 so that is intended for sizes 4 & 5. They do not make a 5 alone. The next size is a 6. Hope this helps!
