Cute Navy White Tunic / Dress

This is not my finest item to list but I wish so much it would fit me just a little better so maybe someone else would love too! I bought second hand online without being told it had a hole were a tag was probably removed. I would have still worn it and let my hair or a sweater cover it. It is probably a small/medium. I am a medium (36) and the chest was just a little snug on me. The length of it is longer than shirt so I say it is a Tunic or shorter dress that may need leggings or dress extender.
