Cute cut out light blue skirt

Light periwinkle blue cotton skirt from San Francisco designer. I wore this as a 10, just higher up. Lined in cotton. 3" waistband and 5 1/4" solid bottom. Overall skirt is 24" All cut outs are stitched. Really quite a lovely summer skirt
