@loveinfinity8 it is true to size. When I wore an XL it fit perfectly! I'm a 36D if that helps as far as the chest fit. The sleeves are kind of open (hard to describe) and there is a shell-dress under. The outer part is looser. Im not really sure how to measure out to put on this one.

@loveinfinity8 from the center of the waisteline to the bottom hem it's a little over 18 inches. I'm 5ft 5 and it hits a few inches above my knee.
