Cynthia Rowley Maxi Dress/Skirt

This listing is for a Cynthia Rowley Maxi - I’m not sure if it was meant to be a strapless dress or a skirt, but it could function as both depending on height. I’m 5’6” and pull it up as high as a dress in order to not have it drag on the floor. Cute black, pink and white pattern. Smoke-free home.
