This item can be worn as a dress or a smock top with leggings. It’s is from NYC designer Cynthia Rowley. This is a very unique dress with lots of details. Navy blue flowers with cut away centers. Overlaid in a white cotton lining. Has grosgrain ribbon trim on the yoke. Then ruffles over the shoulder a d down the back. It also has flecks if metallic thread in that give it the slights sparkle. Three time flower bottoms in the back. This piece is in mint condition size 4T
