Czechoslovakia silver plated green enamel dragon heart pendant brooch finding

Great condition, shows some rubbing throughout. I'm not entirely sure what this piece is but it's possibly some type of penannular brooch. Can be converted into a large pendant or crafted with in another way. Stamped "Made in Czechoslovakia" and dates to the 1930s. Please see photos for measurements.
