A size 2 is very small. Does it fit to size?

I found it a bit big than what I am used to for a size 2. It is bigger than an Ann Taylor 2 (I have a Ann Taylor 2 coat and it is snugger than this). Same for bebe size 2. Does this help? I can measure the coat if that is better. Let me know.
