Hi. I'm a 12-14 in pants. What is the waist size ? Do they have stretch to them ?

These run very small. I wear a 4 or 6 and they were too small for me. They fit like a 0/2. They are made in China so they run small. I ordered the large thinking they wood work but they were way to small. =(
They also have no stretch.
