@jodyb23 thanks for your interest, they're not super stretchy but there is a little stretching. The leg holes are approximately 12 inches, and the waste is approximately 19 inches. I hope that helps!

@mrsbshaw A19" waist most likely means that it was measured side seam to side seam in either the front or the back, therefore it needs to be doubled. Thus, the size 12 shorts have a 38" waist. That's about right, depending upon how Forever 21+ size chart runs. Hope that helps! 😊
