Downeast Basics XS vintage look flowery skirt

Super cute retro look XS (I think fits more like a S) pleated skirt in great shape except for 2 tears where the lining attaches on the inside by the waist. (See photos) 28 waist and skirt is about knee length. Material is 100 percent cotton and the tag says machine wash cold.
