17" across the bustline
17 1/2-18 inches across the hips and 37 1/2 inches from the neckline to the hem

I think I measured the waist not the hips
26 inches down from the neckline- is that your hips?- the measurement is 19 1/4 inches

The dress is the classic A line and kind of skims the body. You could also wear it with white pants and a great belt to make it shorter.
