Dress with unique detailing from Tobi

I love this dress but it’s slightly too big for me and so never worn; size small. Would recommend for someone shorter (I’m 5’2”) new with tags. Such cute detailing with flowers and slightly pleated skirt and asymmetrical top. Color is more of a cream with a tent of yellow
