Dress/Tunic Embroidered sleeve

so im not sure if this was supposed to be a dress or tunic. still beautiful can probably be worn as both depending on height. def seems short. brand is Able but it resembles free people. size S. embroidered sleeves worn about 2 times washed out/bleach look. depends on how you see it but I belive its a gray blue.
