Dressy black and white blouse

Beautiful gold stripe detailing on either side of the vertical black stripe... Not a halter, but ties in the back as such with 4 strand braiding that is open to create tassels... Elastic at bottom... Can be pulled down over pants or worn at waist... I wore it once for an interview...
