Ecoté Navy Dress/Top

Navy, strapless dress/top with feather print from Urban Outfitters. I originally bought this as a dress but it was a little short on me. I wore it as a top a few times and it looked really cute! I measured it and its 23 inches long so you can determine how it would fit you!
