What size is this jacket? Size says "small" at top, bottom say, :"xxs". Big difference, what is the true "in the jacket collar" size?

@bdg2325 tag says xxs , but like I said on the description it runs big so easily can fit small size , I wear size small and fits me . It’s algo good if it runs little bit big to wear an extra layer under it .
