Elvira tube top vintage dress. Or long skirt. J. Gerard

This is a vintage piece handmade by a designer. It’s almost like a stretchy muslin fabric. Two layers with velvet trim on the bottom. It looks like a tube dress, but I can’t do those kind of dresses so the one time I tried to wear it I wore it right under the breast and belted it with a vampy top tucked in. It’s a long slim pencil skirt type design 39” from top to bottom 13.5” across the top band
