Embroidered tunic toggle button up womens small top

Unidentified toggle button with blue and red embroidery detail on collar, cuffs and chest. PREOWNED. PLEASE SEE ALL DETAILS FOR WEAR. It looks like there was a safety pin placed for awhile on the back of the shoulder, it seems like there was a label but it was removed, I do not know the origin of this top. It looks to be in excellent condition.
