Error 2013 $1 Offset Printer / Misaligned, Fancy serial number

The longer you look at this bill the more you notice! the centerseal off doesn’t seem to be very important but when you fixate on the borders, then flip the paper over or look through the dollar you can’t help but wonder???? Uncertified, Not Graded, Authentic. Offcenter seal strike? Mis cut? Misprint?
