Express Strapless dress Size 2

Like new formal strapless dress. It has a see through strip at the bottom. it's a size 2. Bust area is about 33" waist waist 28" at the hip area its lose and flowy. It used to fit me when I was about 36" at the hips and it's still lose at the hips now that I'm 38". It's 31" from the underarm area to the bottom of the dress.
