F21 Off-the-shoulder dress

Adorable off-the-shoulder dress with ruffle sleeves and bottom hem. The waist has a seam with no stretch. Tag says L but I'd say this fits small — suited towards someone who wears a Small or Medium 4/6/8. My hips are a little too big for this dress but will be adorable for a summer night or vacation!
