F21 Purple Mini Dress w/ Frill, Waist Tie, Pockets

New without tags purple mini dress from Forever 21. It has a crossover V-neck with frills; slant side pockets at the hips; an elastic waist; two belt loops on either side, and a tie of the same fabric for the waist. I’d say it is true to size for a small from Forever 21. I received this dress as a gift but it is too big for me. It is in perfect condition; only a bit wrinkled from being folded and stored, but I can iron it before shipping.
