@mai2180 - Waist is approximately 29 inches; length is approximately 31 inches. This skirt is not intended to be worn at the waist. Rather, it should sit just below the waist, as pictured in the first photograph.

Thanks for your questions. The skirt is plain in the back - I added a picture to show the back of the skirt. The waist is made to be flipped down, as pictured. Not sure what you mean by straps. There are NO straps on this skirt. There are two pockets in the front. Hope this answers your questions.
